Were civilian motorcycles made by Harley Davidson in 1942?

If so could you tell me how many (roughly) and how to tell the difference between the two? I'm asking on my father's behalf, I'm fairly illiterate on the subject. He is debating with his friend whether his 42 harley is civilian or military. My father believes since we were in a war in which thrift and rationing were enforced there wouldn't be many if any civilian models made so it must be a military model. Any details you can offer will be greatly appreciated.
