Why would the National Guard be opening internment positions?

For one thing the Guard is only ran by the states. And only activated for civil unrest,natural disasters, and when the Federal government aka the President activates them. And the Guard is the only part of the military that can use force against civilians. So think interment camps, political prisoners,Socialism, Hitler,Stalin..
